玩具定义：为14岁以下儿童设计的，供儿童玩耍使用的物品
欧盟玩具标准 EN71 总体上主要分为三大部分：
1、机械和物理性能测试
2、燃烧性能测试
3、化学性能测试
Toy Definition: Products designed or intended, whether or not exclusively, for use in paly by Children under 14
years of age.
European toy standard EN71 generally divided into three parts:
1. EN71-1: Mechanical and physical properties
2. EN71-2: Flammability
3. EN71-3: Migration of certain elements
EN 71-1 物理和机械性能
该部分规定了从新生婴儿至 14 岁儿童使用的不同年龄组玩具的机械与物理性能的安全技术要求，
也规定了对包装、标记和使用说明方面的要求。
要求玩具在测试中不得出现坍塌、吞食、锐利边缘、噪音、尖点等一切有可能伤及儿童生命和健康
的危险存在。
物理机械性能具体测试项目：尖点测试、利边测试、小部件测试、压力测试、弯曲测试、冲击测试 、
线缝拉力测试、拉力测试、扭力测试、噪音等级、动力强度、包装膜厚度测试、弹射类玩具、头发附着
测试等
EN71-1: Mechanical and physical properties
This section provides the toy’s safety requirements of Mechanical and physical properties for babies from
newborn to 14-year-old children of different age groups, also provides packaging, labeling and instructions for use
requirements.
Toys in the test shall not be required collapses, swallow, sharp edges, noise, sharp points and all possible harm
to children’s lives and health dangers.
Physical and mechanical properties of specific test items: sharp point testing, sharp edge testing, small parts
testing, stress testing, bend testing, impact testing, seam tensile testing, tensile testing, torsion testing, noise level
testing, dynamic strength, packaging film thickness testing, hair attachment testing.
EN 71-2 阻燃性能
该部分规定了所有玩具禁止使用的易燃材料种类。
要求某些材料的燃烧时间（s）或燃烧速度（mm/s）不得超过标准规定的限值，材料不同要求不同 。
涉及到的产品：
1、戴在头上的玩具：包括胡须、触须、假发等，它们由头发、毛绒或具有相似特性的材料制成，还包
括模塑和织物的面具和附着于帽子、面具等的飘逸材料。
2、玩具化装服饰和供儿童在玩耍中穿戴的玩具：包括牛仔套服和护士制服等；
3、供儿童进入的玩具：包括玩具帐篷、木偶剧院、棚屋、玩具管道等；
4、含毛绒或纺织面料的软填充玩具：包括动物和公仔等。
EN71-2: Flammability
This section provides all the toys banned types of flammable materials.
Requires that certain materials the burning time (s) or the burning rate (mm / s) shall not exceed the standards
permit limits, different materials have different requirements
Related to the product:
1, toys to be worn on the head: beards, moustaches, wigs etc. made from hair, pile or material with similar features;
moulded and fabric masks; hoods, head-dresses etc.; flowing elements of toys to be worn on the head, but
excluding paper novelty hats of the type usually supplied in party crackers;
2, toy disguise costumes and toys intended to be worn by a child in play;
3, toys intended to be entered by a child;
4, soft-filled toys (animals and dolls etc.) with a piled surface or textile surface.
EN 71-3 特定元素的迁移
该部分规定了玩具的可触及部件或材料中可迁移元素（锑、砷、钡、镉、铬、铅、汞、锡）的最大
限值（八大重金属迁移测试）。
可触及性判断：用带关节的探头（假手指）试探，如果探头能够接触到的部分或部件，则认为可触
及。
测试原理：模拟材料在吞咽后与胃酸持续接触一段时间的条件下，从玩具材料中溶解出来的元素含
量。
EN71-3: Migration of certain elements
This part of this European Standard specifies requirements and test methods for the migration of the elements
(antimony, arsenic, barium, cadmium, chromium, lead, mercury and selenium) from toy materials and from parts of toys
except materials not accessible.
Judgement of accessible: if the accessibility probe can reach the parts, that consider can be accessible;
Test principle: suppose that the materials or parts of toys was swallowed by children, simulate the materials or parts
of toys contact with the gastric juice acid in continuous contact with for some time, than test the Migration of certain
elements.

测试部分的选择：
1、供测试的试样必须是销售状态的玩具或部件；
2、测试部分只能从一个单独的玩具试样上的可触及部分取下；
3、不允许混测，即测试部分不允许含一种以上材料或一种以上颜色，除非采用物理方法不能分离的样
品，如点染色，印花纺织物或因重量有限；
4、材料不足 10mg 不用进行测试。
Test part of the selection:
1, The samples for testing must be selling state;
2, Test parts of toys only take from a single specimen which can accessible;
3, Does not allow mixing test, that test parts does not allow more than one material or color, unless can not separate
the samples by physical method such as printing textiles or weight is limited;
4, There is no need to test if the material is less than 10mg,
